Does anyone have experience with skilled migration / permanent visa (e.g. 175) in regards to the health requirements?

I'm asking myself if it's really necessary to have all family members tested even if they are not migrating and hence are not part of the application? On the website of the department of immigration (www.immi.gov.au/allforms/health-requirements/) it says in section Permanent visa applicants

"All members of your immediate family, including dependant family members who do not intend to migrate, must meet the health requirement. This includes all children under the age of 18 years as well as other dependants, regardless of whether they live with you and whether they intend to migrate."

They can't ask for health checks for members that are not migrating - can they?

I was in Australia for 2 years on a sponsored 457 Visa and only had to do the medical test for myself. But I don't know about PR.

Hoping to get some answers here.
